Dear _Mr. Dicharry:

l On June 24, 1997, the U. S. Nuclear Regulatory Commission issued Confirmatory

-Action Letter (CAL) No. 97-7-006, following an inspection at your facility in St. Rose Louisiana. Action Item No. 1 of the CAL suspended fabrication of all NRC-certified transportation packaging until authorization to resume is i received from the NRC.

The NRC performed an inspection of your Quality Assurance (0A) program implementation for fabrication related aspects on July 9-10, 1997. The inspection team identified weaknesses-regarding adequacy of procedures, 1 implementation of procedures, and documentation of quality related activities.

You submitted on July 14, 1997, a " Corrective Action Implementation Plan."

You stated that you plan to resume limited fabrication (maximum of five l packages per week) upon implementation of Phase I corrective actions and I authorization by NRC. Ycu attached to your letter 0A Procedure No. 97-01, '

" Phase.1 of Corrective Action Implementation Plan for SPEC QA Program" (Plan),

Revision (0), dated July 13, 1997. The NRC informed you in its letter dated July 15, 1997, that the Plan was acceptable. The NRC requested that you inform us in writing when you have completed the corrective actions described in GA Procedure No. 97-01.

You submitted on July 18, 1997, a letter stating that the activities and corrective actions specified in 0A Procedure No. 97-01 have been completed, with two exceptions. One exception was in regard to the composition of the Implementation Plan Oversight Team. The second exception was in regard to clarifying the corrective action taken to control " preliminary" drawings. The NRC reviewed these two exceptions and cetermined that they do not affect your corrective action activities. You also submitted on July 21, 1997, additional information regarding your corrective action activities, as requested by the NRC. In your July 18. 1997, letter you requested authorization to resume fabrication.

The NRC completed its review of the documentation describing your corrective action activities and finds the implementation of Phase I corrective action to be acceptable. You are authorized to resume limited fabrication of new Type B Jackaging at a rate not to exceed five packagings per week, as specified in OA Procedure No. 97-01.

Action Item No. 5 in the CAL remains open. This Action Item requires Source Production and Equipment Company Inc. (SPEC) to obtain the services of an i inde endent GA expert to audit the effectiveness of SPEC's OA 3rogram in comp $ying with the requirements of 10 CFR Part 71, advise the 4RC regarding h /gD the name and qualifications of the expert by July 21, 1997, and conduct the 1
