Summary:

Mal Knapp. of the Nuclear Regulatory Commission, recommended, and the members agreed, that at the next Interagency Steering Committee on Radiation Standards (ISCORS) meeting the members would review ISCORS' accomalishments, Each agency will develop a summary of ISCORS successes that aave occurred since the Committee's beginning and suggestions for changes.

The charter was sent to Health and Human Services (HHS) for signature.

Steve Galson of the Department of Energy (DOE) expedited the signing.

The Charter was signed on May 14, 1997, and a copy is attached (Attachment 2).

Andy Wallo of DOE presented the status of a draft MOU to sup) ort a dosimetric modeling and computation center at ORNL.

This center would 3e funded by DOE, EPA, NRC, and the Department of Defense (D00) to guarantee minimum funding for ORNL.

The MOU establishes an interagency steering group and discusras the need for the center.

The MOU does not guarantee funding, but could be useful in budget discussions.

Mal Knapp stated that NRC's funding priority for continuation of the Oak Ridge Institute for Science and Education five-week health physics course is higher than for a dosimetric modeling center.

Larry Weinstock of EPA reported on the status of Federal Guidance Report 13.

ORNL. the contractor for this work. is organizing a five-member peer review for the draft report and will distribute the document within the month to the peer reviewers.

Other agencies can comment directly to ORNL on the re) ort during the next month.

Mal Knapp summarized some of NRC's comments, w11ch include the need for the report to further address uncertainty and assumptions, and the need to send the report to all the ISCORS member agencies for review and comment.

Cheryl Trottier of NRC reported on the Cleanup Subcommittee, which has not met since February 1996.

Bob Meck of NRC discussed the status of MARSSIM (Multi-Agency Radiation Survey and Site Investigation Manual), which is still available for public comments.

EPA asked the agencies to reconsider whether the MARSSIM meetings should be open to the public.

Paula Goode of EPA stated that the staff working on MARLAP (Multi-Agency Radiation Laboratory Protocols Manual) are looking m the lessons learned from MARSSIM and at MARLAP's consistency with the MARSSIM document.

Andy Wallo reported on the Mixed Waste Subcommittee. which has not met since October 1996.

He summarized recent mixed waste progress at the ISCORS agencies.

The settlement on the Hazardous Waste Identification Rule (HWIR) has been reached and EPA has until the year 2001 to develop a mixed waste rule.

Bill Dornsife of the State of Pennsylvania re)orted on a survey of mixed waste streams.

Carbon-14 and tritium are exempted Jelow specified amounts in scintillation fluids.

He reported that the Conference of Radiation Control Program Directors (CRCPD) is preparing a petition for NRC rulemaking to extend this exemption to other waste streams.

.Phyllis Sobel of NRC and Bob Bastian of EPA reported on the Sewage Subcommittee and discussions at the May 6 Water Environment Federation Radioactivity Task Force meeting.

NRC is currently analyzing the public i

comments on the January 6. 1997, Federal Reaister notice on the joint NRC/ EPA sewage survey. and the analyses on the samples from the nine test sewage treatment plants are almost complete. Agreement has been reached on a version i

of the guidance documcat that can be publicly released.

Bill Dornsife of the State of Pennsylvania reported chat enhanced potassium-40 and tritium have been found in landfill leachate at a landfill in Pennsylvania.

The. landfill is used by the Royersford sewage treatment plant.

Nancy Hunt of EPA will discuss this situation with Resource Conservation and Recovery Act (RCRA) managers.

Bill also~ stated that CRCPD has completed its guidance document on radioactivity in landfills and plans to develop a video.

John Karhnak of ceA reported on the Recycle Subcommittee.

CRCPD has in'itiated a program to link orphan sources with organizations that can recover them.

EPA is interested in developing this CRCPD program into a national program.

Ramona Trovato of EPA asked for other agencies' support on determining the need for a recycle rulemaking. Bob Meck of NRC suggested that EPA will need

to address international guidelines.

There was some discussion about the need for three computer models for recycle (NRC. EPA and DOE models) versus one model used by all three agencies.

Mal Knapp suggested if agreement is reached as to whether or not the agencies should continue to support a recycle rulemaking in September. NRC. EPA and-DOE staff should brief office-director-level managers from the three agencies on their respective models.

Then the managers will pick one model.

Because

the agencies are still trying to decide whether to have one model, the members asked that the proposed Waste Manaaement journal issue on recycling be dropped Dennis O'Connor of EPA reported on the progress of the Risk Harmonization Subcommittee.

The subcommittee is planning a workshop on institutional controls in waste disposal programs in Seatember and will develop an egenda at the next subcommittee meeting in June. T1e workshop will summarize current programs and efforts to harmonize future rulemakings.

The members suggested:

(1) inviting a citizens' group from a Superfund or DOE site. (2) describing one or two case studies. (3) discussing why NRC has resisted deed restrictions, and (4) discussing considerations involved in developing curreat institutional controls.

The Risk Harmonization Subcommittee considered forming a working group to examine agency funding for radiation research.

The resources working group was not formed: instead, the subcommittee will deal with individual funding issues as they arise.

The members discussed the draft Com)arative Risk Paper developed by the subcommittee.

Steve Galson of DOE 1as spoken to HHS and will resolve HHS concerns.

Mal Knapp thought the audience should be policy makers such as-3

Congressional oversight committees and the White House sc1ence advisor.

Ramona Trovato of EPA offered to share a comparative risk study (Attachment 3) performed by EPA's Science Advisory Board as an exam]le of the proposed format for the subcommittee's Comparative Risk Paper.

NRC 1as offered to redraft the Comparative Risk Pa)er based on these discussions.

The agreement was to start over, not redraft w1at has been written.

Bill Dornsife noted that CRCPD has made its draft proposed technically enhanced NORM (T-NORM) regulation (Attachment 4)'available for public comment.

The proposed limit is 100 mrem /yr if no other licensed material is present and a fraction of 100 mrem /yr for waste disposal.

The next meeting will be at NRC in September.

EPA will develop the invitation.

The agenda will include a retrospective on ISCORS' accomplishments, reports from the subcommittees, and a report from EPA on its Ramona Trovato asked that the subcommittees state waste management rule.
