POTW Guidance Document Sewage Survey Sunmary:
Phyllis Sobel reported on the May 6 Water Environment Federation (WEF) radiation task force meeting. This industry group meets every few months to discuss radiological contamination of sewer sludge.
NRC and EPA staff presented the status of the NRC/ EPA sewage survey and the guidance document on radioactive materials in sewage at publicly owned treatment works (P0TWs).
WEF asked that the draft guidance be made aublicly available, even without the look-up table because the document would 3e useful to the POTWs.
Most members of the task force would like EPA to promulgate regulations with acceptable concentrations fo~ radionuclides in biosolids, so the POWS will have a scientific basis for restricting discharges.
WEF has developed a "Biosolids Radionuclide Fact Sheet." which was distributed to the subcommittee for their information.
The draft POTW guidance document was made publicly available on May 29,
although the table of acceptable concentrations is still under development.
Letters will be send to the States and industry requesting any comments by early September.
The guidance document will be placed in the Federal Reaister for a more. formal Jublic review after the table of acceptable concentrations is developed. Marc Doehnert asked the NRC to consider placing the guidance on the Internet.
Chris Daily has begun developing the scenarios for the dose modeling which will be used to develop the table of acce] table concentrations. Alan Rubin will send her the 2 volume set of the Tec1nical Basis EPA used in the 40 CFR 503 rulemaking for sludge disposal (land application, burial and incineration)! DOE also will send Chris a DOE-sponsored report on the impact of incineration (PNL-9405).
Loren Setlow reported on two related EPA efforts in progress - an update of the EPA diffuse NORM study, which is to be completed in September, and the Congressionally-mandated National Academy of Sciences NORM study, which is to begin in July and be completed by Spring 1998.
l The subcommittee will develop a set of assumptions for the dose modeling and present a position paper on +he issues associated with dose modeling (scenarios, pathways, risk luels, dose limits, methodology and survey results) at the September ISCORS meeting.
The assumptions will also consider the Part 503 rulemaking assessment.
The subcommittee was surprised to learn that the Food and Drug Administration (FDA) has published a draft guidance entitled " Accidental Radioactive Contamination of Human Food and Animal Feeds:
Recommendations for State and Local Agencies" (May 22. 1997 Federal Reaister).
Phyllis Sobel will obtain copies for the subcommittee, so it can be reviewed with respect to the dose modeling assumptions for the guidance document.
The subcommittee recently received the third draft of the survey Quality Assurance Program Plan (OAPP).
Comments from the subcommittee members are due to Mary Wisdom. EPA /NAREL by July 7.
Dave Saunders and Dale Condra reported on the analyses of the samples from the POTW test sites.
The analyses are complete, except for the samples at the three federal sites associated with the test POTWs (not all these samples have arrived at the labs).
EPA /NAREL and ORISE distributed data sheets from the analyses of the test site samples. The labs plan to meet to compare their results, which were generally in good agreement when the solids content exceeded 85%.
ORISE and NAREL will document their analyses of the test site samples in a letter report to NRC and EPA headquarters.
The two labs will develop an outline of this joint NAREL/0 RISE letter report, which will be reviewed by NRC and EPA. The draft letter report is due July 7.
At that time, the labs will also revised their cost estimates for the full survey.
NRC is drafting the summary report on the test sites.
NRC is finalizing the response to the public comments on the January 6.1997 Federal Reaister Notice on the survey.
Any changes to the survey as a result of public comments or the analysis of samples from the test sites will be incorporated in the OMB Supporting Statement and published in the second
Fe'deral Reaister Notice on the survey this summer.
l The next subcommittee meeting will be held July 9 at NRC (Room 0-6B11) from 9 a.m. to noon. At this meeting we will discuss the draft letter report from the labs on the test sites, the NRC/ EPA /0 RISE /NAREL report on the test sites.
