SUBJECT:
CLOSURE OF INVESTIGATION CASE NO. 4-93-035R This is in reference to an investigation conducted by the NRC's Office of Investigations (01) of the circumstances surrounding a May 15, 1993, event at
.the Comanche Peak Steam Electric Station (CPSES).
The event involved exceeding an administrative limit for increasing power during a power ascension on that date.
TV Electric promptly informed the NRC of the event, conducted its own review and took disciplinary action against the involved licensed operating personnel.
The investigation was conducted to determine whether licensed operators on shift at the time of the event knew that they had exceeded the administrative limit for increasing power and whether they had attempted to conceal that fact from TU Electric personnel.
The investigation did not develop evidence to support these suspicions.
The investigation is closed and no further action is planned with respect to the investigative conclusions.
However, as stated in NRC inspection report 50-445/93-19; 50-446/93-19, issued on June 14, 1993, the issues surrounding this event were left as an unresolved item. The event was also discussed during a management meeting between URC and TV Electric on July 7, 1993. The NRC will now complete its review of the event to determine whether any violations of NRC requirements occurred and will inform TU Electric of the results of that review in a future inspection report.
