Mr. Robert E. Denton
Vice President - Nuclear Energy
Baltimore Gas and Electric Company
Calvert Cliffs Nuclear Power Plant
1650 Calvert Cliffs Parkway
Lusby, Maryland 20657 - 4702
SUBJECT: COMBINED INSPECTION REPORT NOS. 50-317/94-31 AND 50-318/94-30
Dear Mr. Denton:
This letter transmits the report of the announced inspection conducted by
Mr. L. Scholl of this office from October 3-7, 1994, at the Calvert Cliffs
Nuclear Power Plant, Units 1 and 2, in Lusby, Maryland.
The inspection
included a review of activities authorized for your Calvert Cliffs facility.
The inspector discussed the results of the inspection with Mr. P. Chabot and
other members of your staff at the conclusion of the inspection on
October 7, 1994.
This inspection was directed toward assessment of areas important to the
public health and safety. Areas examined during this inspection were
activities related to the engineering and technical support provided for the
operation of the Calvert Cliffs plants. Within these areas, the inspection
consisted of selected examinations of procedures and representative records,
interviews with personnel, and observations by the inspector.
The inspector found that plant modifications and safety evaluations were
generally of good quality. The engineering work backlog is closely monitored
and efforts to reduce the backlog have been effective. Management support of
initiatives to improve the engineering processes and products was evident in
several areas. Overall, the inspector concluded that the plant engineering
and nuclear engineering departments were providing good engineering and
technical support for the operation of the facility.
Details on the areas examined during the inspection are described in the
enclosed NRC Region I inspection report.
