The Nuclear Regulatory Commission (the Commission) has found that:
A.
The application for amendment by Nebrgska Public Power District (the licensee) dated October 20, 1987, complies with the standards and re as amended (the Act)quirements of the Atomic Energy Act of 1954,
, and the Commission's rules and regulations j
set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; j
C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations
- i D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the
.j public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all :pplicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifi-cations as indicated in the attachment to this license amendment and paragraph 2.C.(2) of Facility Operating Licer.se No. OPR-46 is hereby amended to read as follows:
(2) Technical Specification TheTechnicalSpecificptjonscontainedinAppendixA,asrevised through Amendment No. II, are hereby incorporated in the license.
The licensee shall operate the facility in accordance with the Technical Specifications.
3.
This license amendment is effective as of its date of issuance.

During the sonthly generator test the diesel generator starting air compressor shall be checked for operation and its ability to recharge air receivers.
The operation of the diesel fuel oil transfer pumps and fuel oil day tank level switches shall be demonstrated, and the diesel starting time to reach rated voltage and frequensy shall be logged.
b.
Once every 18 months'the condition under which the diesel generator is required will be staulated and a test conducted to demonstrate that it will start and accept the energency load within the specified time sequence.
The results shall be logged.
c.
Specification 4.9.A.2.c deleted.
d.
Once a month the quantity of diesel fuel available shall be logged.
Every three months and upon delivery a e.
sample of diesel fuel shall be checked for quality. The quality shall be within the acceptable limits specified in Table 1 of ASTM D975-68 for Nos. 1D or 2D and logged.
f.
At least once per 18 months, during shutdown, each diesel generator shall be given an inspection in accordance with f.netructions based on the manufacturer's reconsendations.
3.
125 VDC Unit Batteries s.
Every week, the following parameters shall be verified. The actual values shall be measured and logged:
1.
The total battery terminal voltage on float charge is equal to or greater 'than 125 volts, 2.
The electrolyte level of each pilot cell is between the misinua and maximum level' indication marks, l
