NRC INSPECTION REPORT 70-7002/97004(DNMS)
Dear Mr. Miller:
On June 29,1997, the NRC completed an inspection at your Portsmouth Gaseous Diffusion Plant. The enclosed report presents the results of that inspection. The results of our inspection over a six-week period covered by the enclosed report indicate that the facility was operated in a safe manner.
Three violations of NRC requirements were identified during the inspection period. The violations indicate fundamental weaknesses in your controls for ensuring that you are not operating outside the design basis of the plant. Your response to the violation regarding the L.
inadequate review of the cell treatment valve line up should address the generic concern with the adequacy of procedural controls for high risk evolutions.
j The violations are cited in the enclosed Notice of Violation (Notice) and the circumstances surrounding the violations are described in detail in the enclosed report. You are required to respond to this letter and should follow the instructions specified in the enclosed Notice
