Northeast Nuclear Energy Company Millstone Nuclear Power Station Unit 3 Independent Corrective Action Verification Program United States Nuclear Regulatory Commission Attention: Document Control Desk Washington, D. C. 20555 The Confirmatory Order establishing the Independent Corrective Action Verification Program for Millstone Units 1, 2, and 3, dated August 14, 1996, and the associated Commission Paper (SECY-97-003) released January 30, 1997, require that the review include a sample of changes made to the facility configuration since issuance of the operating license through processes other than the design change processes. In order to establish a criteria for selecting these samples, it was mutually agreed that a listing of facility changes in each area of review would first be obtained form NU. Change lists have been provided to S&L for the following four areas:
- 1. Licensing documents
- 2. DCNs not associated with modifications
- 3. Material, Equipment, and Parts List (MEPL) Dedications
- 4. Procedures As discussed in our meeting of July 17,1997, we have enclosed criteria documents which contain our proposed sample selection criteria for these areas. Please provide your commems or concurrence for these criteria at your earliest convenience.

Programmatic Review - Past Change Review Selection Criteria Licensing Document Changes e Millstone Status:
l FSAR Change Requests ~ 900 (1986 to 1997)
Technical Specification Changes ~ 300 (1986 to 1997)
License Amendment Requests ~ 34 (1987 to 1997)
Both Technical Specification changes and License Amendments receive detailed NRC review. Therefore, ICAVP review should be concentrated on FSAR changes.
To establish the ICAVP sample, select:
- 1. Changes that appear to be outside the scope ofICAVP sunple systems.
- 2. Changes that are judged to have more significance (i.e., involving safety-related and major plant cycle systems).
- 3. Two FSAR changes in each year through 1996 (total 22).
- 4. One technical specification change in each five-year period (total 2).

- 3. DCNs outside ICAVP sample systems.
