CLOSURE OF CONFIRMATORY ACTION LETTER (CAL) No. Rill-96-017 POINT BEACH NUCLEAR POWER PLANT UNITS 1 AND 2 References. Wisconsin Electric letter, R. R. Grigg to A. B. Beach, dated June 13,1997 On January 3,1997, NRC issued CAL No. Rlll-96-017 to document your commitment to address a list of issues described in your letter dated December 12,1996, and to take other actions prior to the restart of Point Beach Unit 2. In two letters dated June 13, 1997, you presented an update to the commitments made in your Dccember 12,1996, letter and your assessment that Unit 2 was ready to restart. The update included revisions and/or clarifications to several of your original commitments.
The results of your efforts to improve performance at the Point Beach facility have been 3
reviewed during routine inspections by the resident inspectors, and a special commitment
{
review team inspection conducted in May-June 1997. Further, your progress has been j
closely monitored by senior NRC management and discussed during regular public i
meetings. Finally, a meeting was held on June 26,1997, at which time you and your I
management staff summarized the activities performod at Point Beach to improve performance and affirmed Unit 2's readiness to restart.
Our review has determined that Point Beach has made satisfactory progress to address the I
four actions described in CAL No. Rill-96-017. In the process of completing these actions, or as part of additional initiatives, your staff has implemented improved, mere explicit operating standards; provided independent oversight of control room and engineering activities with experienced contract personnel: improved operations, engineering, and other l o 9707240086 970718

permanent managers and plant staff from outside the Wisconsin Electric system and contract personnel; and established a system engineering review board and an outage review committee to ensure the proper identification and resolution of the CAL actions and other restart and improvement issues. Based on completing these and other actions, I

have determined that CAL No. Rill-96-017 can be considered closed. The license amendments, needed to support restart, will be issued by separate correspondence.
The resolve and diligence ;,' your senior managers to complete the four actions of the CAL and the other actions that were taken were noteworthy. Continued vigilance, however, will be necessary to ensure that the positive changes initiated over the past six months at Point Beach are permanently integrated into the plant staff's day to-day activities. The NRC will continue to closely monitor Point Beach's progress through augmented inspection coverage of both Unit 2 and Unit 1 restart activities, the routine inspection program, and an operational safety team inspection currently planned to be conducted in October 1997.
