POINT BEACH 2 - EVALUATION FOR VIBRATION INDUCED FATIGUE OF STEAM GENERATOR TUBES, WCAP-11666 On November 4,1987, the staff met with representatives of Wisconsin Electric Power Company (the licensee) and Westinghouse to discuss the susceptibility of the Point Beach 2 steam generators to high cycle fatigue.

In response to this meeting, and numerous telephone cor,versations between the licensee and the staff, the licensee comitted to an enhanced primary-to-secondary leakage detection program, as documented in its November 20, 1987 letter. The licensee's program was approved, as documented in our letter dated hvember 25, 1987.

Enclosed for review is the proprietary Westinghouse report WCAP-11666,

Point Beach Unit 2 Evaluation for Tube Vibration Induced Fatigue," dated December 1987. We request that you review the report to determine if 1) the analysis supports the licensee',s conclusion that Point Beach 2 is not susceptible to high cycle fatigue; and 2) the analysis supports suspension of the previously approved enhanced primary-to-secondary leakage detection program.

Based on discussions with members of your staff last November, it is cur understanding that this review will take on the order of two or three weeks to perform after the report is received . Please notify us if the review cannot be performed within this time frame.
