DOCKET N0. 70-1151 This ackno'wledges the receipt of your letter of January 1,1988, which trans-mitted Revision 3.0 to the Nuclear Fuel Fabrication Facility Fundamental Nuclear Material Control Plan.
Our review of the changes submitted for Chapter 1, 2, 3 and 6 has found them'to be consistent with the provisions of 10 CFR 70.32(c). Accordingly, the changes submitted for these Chapters are acceptable for inclusion into the plan.

found them to be sufficiently broad as to require NRC review under the provision of 10 CFR 70.34. Accordingly, we have transmitted your submitted changes to Chapter 9.0 to the Office of Nuclear Materials Safety and Safeguards for their review and approval.
To preclude a violation of regulatory requirements you must not implement the submitted Chapter 9.0 changes and revert to the commit-ment in your previously approvea FNMC plan.
The reasons for submitting the changes to Chapter 9.0 to NMSS, Headquarters for review and approval are delineated in the enclosure to this letter.
It has been determined that your submittal contains information of a type specified in 10 CFR 2.790(d).
It is therefore deemed to be commercial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to public disclosure only in accordance with the provisions of 10 CFR l
