Dear Mr. Curry:

On June 30,1997, Northeast Utilities notified the U.S. Nu'elear Regulatory Commission that one half of the Maintenance Rule Group 1 (15 of 30) system reviews for Millstone Unit 2 had been completed. The review included the completion of the problem identification phase of the Configuration Management Program (CMP) for these systems, and the activities of the Quality Assurance organization as required by the Confirmatory Order of August 14,1996. Therefore, we are authorizing the start of the Independent Correctivs M!on Verification Program (ICAVP) at Millstone Unit 2. This written authorizatiori confirms the verbal authorization provided to you on July 1,1997.

On July 3,1997, you were informed that the High Pressure Safety injection System (System ID 2308) and the Reactor Water Storage Tank (System ID 2350) were to be reviewed by Parsons Power Group inc. In accordance with the audit plan for the ICAVP. On July 7,1997, we informed you that the Auxiliary Feedwater System (System ID 2322), including the Condensate Storage Tank, was also to be included in your review.

For the purposes of the ICAVP, the staff considers the High Pressure Safety :njection System j

(HPSI) and the Reactor Water Storage Tank (RWST) as a single system since the RWST provides the source of water necessary for the HPSI to fulfill its design basis safety-related function. Also, for the ICAVP, the staff considers the Auxiliary Feedwater System (AFW) to include the Condensate Storage Tank (CST) as a single system since the CST provides the j

source of water necessary for the AFW to fulfill its design basis safety-related function.

Additional systems to be reviewed will be provided following the completion of the problem identification phase of the CMP at Unit 2. The staff has completed its review of your revised l

audit plan and finds it acceptable. A letter documenting the bases for our approval will be provided in the near future.

Following your initial review of the system documentation, we request that you develop your j

recommendations for the system boundaries definitions. We also request that you be prepared j

j to present these system boundaries at a public meeting on July 30,1997, at the Millstone site.
