Delay for FSAR and As-Built Drawing Update JNGrace, I&E By letter dated February 6,1984, you requeste' an exemption from 10 CFR d

50.71(e)(3)(1) which requires you to submit an updated FSAR within two years'of receipt of the operating license for Grand Gulf, Unit 1, specifically by June 1984.

You requested a delay in meeting this requirement to 12 months following 1

the issuance of an operating license to Grand Gulf, Unit 2.

1 However, since the completion schedule for Unit 2 has recently been given as 1990 and has a high degree of uncertainty (currently construction halted), we find the proposed schedule for the FSAR update, based upon Unit 2 completion, unacceptable.

As stated in your letter, you have proposed a comprehensive l

annual amendment to the FSAR in June 1985.

We believe that the timing of this submittal would be more appropriate for the FSAR update for Unit 1.

Earlier submittal of amendments would be beneficial in view of the discrepancies being found in the current review of the Technical Specifications versus the FSAR.

Changes to the FSAR for specific. details on Unit 2 will be allowed to continue as long as such changes are well identified as applicable to Unit 2 and do not confuse or obscure the information for Unit 1.

For.the same reasons as stated above regarding the extended delay for the FSAR update, we also find the proposed schedule for updating the as-built drawings, based upon Unit 2 completion, unacceptable.

As discussed in NUREG-0696, the TMI accident revealed a need for complete and up-to-date drawings, schematics 1

and diagrams for the as-built plant to be available for emergency situations.

Thus, a delay in updating the as-built drawings until after 1990 cannot be
