This letter is in response to the inspection conductSd by J,. H.

Neisler of your office on December 7-17, 1987, of activities at Zion Nuclear Power Station. The referenced letter indicated that certain activities appeared to be in noncompliance with NRC requirements. Commonwealth Edisen Company's response to this violation is provided in the Attachment to this ,

letter.

ATTACHMENT ZION NUCLEAR POWER STATION RESPONSE TO NOTICE OF VIOLATION VIOLATION 10 CFR 50, Appendix B, Criterion V, as implemented by the licensee's Quality Assurance Topical Report, CE-1-A, requires that activities affecting quality be accomplished in accordance with documented procedures. Zion Administrative Procedure ZAP-6-52-5 requires that vendor equipment technical information used to perform procedures or work requests on safety-related equipment shall be controlled according to Procedure ZAP-6-52-5.

Contrary to the above, uncontrolled vendor equipment technical information was being used in the three maintenance departments for the performance of safety-related activities.

CORRECTIVE ACTION TAKEN AND THE RESULTS RECEIVED A review of Zion Administrative Procedure ZAP-6-52-5, "Zion Station Vendor Equipment Technical Information Control Program" was conducted and it was determined that the procedure did provide sufficient guidance relative to the proper control of appropriate vendor technical information. However, this

. review confirmed the need to assign additional personnel to this area.

CORRECTIVE ACTION TO BE TAKEN TO AVOID FURWE_R_,VIOLAQg{

Zion Station has reviewed the causes of the violation and it appears that the violation occurred because the responsibility to control vendor technical information was not assigned to a specific person. Consequently, the station will appoint a full time Equipment Technical Information (ETI)

Coordinator. This individual's primary responsibility will be to enforce the existing administrative procedure, oversee the technical review process and coordinate the control of safety-related information.

In addition, information will be disseminated to all Department Heads which will stress the importance of compliance with the requirements of ZAP-6-52-5. Also, tailgate information sessions will be held with the work analysts and planners in each of the maintenance and construction departments to further reinforce the importance of proper control of vendor technical information.

DATE VHEN FULL COMPLIANCE WILL BE ACHIEVED The Station will be in full compliance by June 1, 1988.
