Approval for Radioactive Material Packages Number 0346, Revision 7, approved by the NRC in the referenced letter. At the present time, Quality Assurance Program Approval Number 0346 is l
for a " Users and Fabricators" status quality assurance (QA) program. PSCo requests that Quality l
Assurance Program Approval Number 0346 be changed to a " Users" only status since PSCo is no longer the holder of any 10 CFR Part 71 cask Certificates of Compliance, and has no plans for future cask design or fabrication activities.

approval. The proposed cask Operational Quality Program is the same as the Fort St. Vrain (FSV) 10 CFR Part 72 Independent Spent Fuel Storage Installation (ISFSI) Operational Quality
-Program currently in use. This proposed 10 CFR Part 71 cask Operational Quality Program is basically identical to the cask QA program approved by the NRC in the referenced letter except for minor updates of organizational titles. None of these organizational title changes reduce the effectiveness of the current PSCo 10 CFR Part 71 Operational Quality rogram.

The. proposed 10 CFR Part 71 Operational Quality Program meets the applicable QA requirements of 10 CFR Part 71, Subpart H, for cask user activities. PSCo will utilize the portions of the attached Operational Quality Program applicable to 10 CFR Part 71 cask user J
activities, along with current FSV QA procedures, to comply with the QA program guidance

contained in NRC Regulatory Guide 7.10, Annex 2, " Quality. Assurance Programs Applicable to Af7 Procurement, Use, Maintenance, and Repair of Packaging Used in Transport of Radioactive Material."

It is requested that the NRC review and approve the attached Operational Quality Program, and' L
change the status of Quality Assurance Program Approval Number 0346 to user only, prior to the next annual NRC fee billing cycle for Docket No. 71-0346, which last occurred in August 1996.
'In support of the proposed revision to the Operational Quality Program (ISFSI SAR Section j
11.3), please also find attached Section 9.1 and related tables and organizational charts from the l,
. ISFSI SAR, which are referenced in the Operational Quality Program and which are applicable to PSCo's cask user activities. Please note that in the current PSCo organizational structure for the Fort St. Vain post-decommissioning phase described in ISFSI SAR Section 9.1.2 and Figure l
9.1-2, the QA Manager reports directly to the Corporate Executive responsible for nuclear activities and not to the ISFSI manager.

Per 10 CFR 170.31, Category 10.B, enclosed is a check for the required $250.00 fee applicable to an amendment of the Docket Number 71-0346 Quality Assurance Program Approval.
