Dear Sir:

In the above referenced letter, PECO Energy Company (PECO Energy) submitted, in accordance with 10CFR50.90, Technical Specifications Change Request (TSCR) No. 94-06 which requested char ges to Appendix A of the Peach Bottom Facility Operating Ucenses.

PECO Energy hereby requests that our original submittal be revised such that the Technical Specifications not specify the location for scram time acceptance criteria as a function of reactor steam dome pressures for pressures less than 800 psig. Revised pages 104 and 112 for each Unit are enclosed. TSCR 9446 will require scram time testing to be performed before declaring individual control rods operable following work that could affect the scram insertion time. When a zero pressure scram time test is performed for control rods affected by work performed while shut down, a high pressure scram time test of these control rods will be performed using the scram time acceptance criteria in the current Technical Specifications. Acceptance criteria for scram times at pressures less than 800 psig (zero pressure test) will be administratively controlled to ensure control rod performance is acceptable for operating reactor pressure conditions. We have concluded that this proposed revision to TSCR 94-06 does not affect the conclusions previously submitted in the referenced letter regarding a safety assessment, information supporting a finding of No Significant Hazards Consideration, and information supporting an Environmental Assessment.
