The government spent a fortune building a nuclear fuel reprocessing plant in Barnwell, South Carolina. We also spent $1 billion for a disposal site in South Carolina. The reprocessing facility wAs ready for licensing but the Nuclear Regulatory Commission turned down the license. It's been 14 years since then and we're spending $200 million a year to keep the facility in caretaker status. What can be done to get the facility licensed?"
