SUBJECT:

SURVEY ON STAFFING PRACTICES AT NUCLEAR POWER PLANTS The U.S. Nuclear Regulatory Commission is conducting a survey of nuclear power plant staffing practices.

The participation of the Comanche Peak Steam Electric Station, Units 1 and 2, in this survey has been discussed with Mr. Donald Woodlan, Manager, Docket Licensing. On July 27, 1994, he stated that TV Electric could support this effort on the dates of August 29-31, 1994.

The survey will be conducted by two NRC contractors.

The purpose of this letter is to clearly identify the survey's objectives, the research team's planned activities at your site, and the support that will be required.

The objective of this survey is to gain insights into plant personnel workloads and the workload management strategies they use when responding to plant operational events.

The team's charter is to conduct a survey, not to evaluate regulatory compliance.

Specifically, the team intends to conduct the activities identified in Enclosure 1 at the Comanche Peak Steam Electric Station.

Keeping in mind that participation in this survey is voluntary, we have tried to limit the activities and the involvement of your personnel where possible to minimize our impact on site staff workloads.

Following the description of each activity listed in Enclosure 1 there is a description of the support that we are requesting.

Please review this information to verify the availability of requested personnel.

Should you determine that individuals will not be available, or should you have any questions concerning this survey, please contact me.
