Task Order #10 Financial Assurance Amendments-Materials Licensees Waste Brokers BACKGROUND The Division of Regulatory Applications has been assigned a rulemaking request from NMSS for amendments to the materials licensee financial assurance regulations for waste brokers. Licensed activities of waste brokers, including possession thresholds, decommissioning costs, and required amounts of financial assurance should be reviewed to develop information suitable for allowing NRC to determine the adequacy of financial assurance for decommissioning licensee facilities.
This task order is for rulemaking support for this rulemakings.
NRC neens information which can be used in the development of the rulemakings, 'such as regulatory analysis information, assistance with resolution of public comments, and responding to management questions. Specific types of information which goes into development of a rulemaking is referenced in the overall contract.
WORK REQUIREMENTS analysis of the number of waste broker 1.
For waste brokers, conduct an licensees, the number presently requiring financial assurance, type of financial assurance mechanism they use and the cost to licensees. Develop an estimate of decommissioning costs for typical waste brokers. Develop background information on the adequacy of financial assurance requirements for waste broker licensees.
Participate in meetings with RES and NMSS licensing staff to gather relevant information from their records and experience.
- 2. Provide support for proposea and final rulemaking, including development of regulatory analysis information, gathering information collection burden data, and assistance with resolution of public comments.

Estimated at 4 staff-months.
