In your latter of transmittal to Mr. vickers, you indicated that this document is not part of the NMRERP g s_e,, e ye t it addr es ses those issues having to do with personnel resources necessary to implement the NHRIRP. Since the material did not appear to belong in emergoney plans, but apparently tes formulated to assist in devolging plans, as you requested, FWA has initiated the process of reviewing this document as a form of providing technical assis tance to the state in accordance with 44 CFR 350. The asterial has been dist.ributed to the Regional Assistance cessaittee for their comments. FollowLng the ccament period FRA and the RAC will develop a technical review to assist the State in its ef forts to plan for providing of adequate staf f to carry out the plans.

On September 2, 1987, my of fice received two ccpies of another submission from New Hampshire, dated August 28, 1947, transmitted from you to Mr. Vickers.

This material consists of a variety of letters of agremocnt, along with explanatory narrative dealing with hospitata and healch care host f a cili ti es , t ra ns po rt a tio n res our ce pla nni ng , s ys oi al ne ed s sur ve y s , e tc . On September 9, 1987, my office receivri three copies of a

  • Shelter Survey for the Beach Areas near Seabrook, " trarsmitted f rca James Saggiotes of your office to Henry Vickers on September 4, 1907. In your transmittal letters, you indicate, the inf ormation is not part of the plans, but it is being provided to FMA in accordance with 44 CFR 350. However, unlike the Personnel Resource Suasary, these documente seem to be the type of material usually asscoiated with State / local emergency plans. This raisee poveral ques tlers which both this of fice and FmA headquarters feel require clarification in order to proceed with analyzing this material.

Certainly, the letters of agreement would normally be part of che plan, and some of the narrative could ta viewed as implementing precedure.
