Dear Hr. Vickers:

I herewith submit on behalf of the State of New Hampshire this application for formal review and approval by Federal Emergency Management Agency of the Radiological Emergency Response Plans for Seabrook Station. This sutnission includes a copy of the state plan as well as copies of the local plans of those corm 1 unities located within the emergency planning zone. In addition, plans for proposed host communities are provided for review.

The State of New Hampshire believes these plans are adequate for review and analysis by the Atomic Safety Licensing Board, Federal Emergency Management Agency, and the Regional Assistance Comittee and that, with reasonable assurance, they provide for the safety of citizens of New Hampshire living within the emergency planning zones for Seabrook Station as wall as for the transient population which might be found within the planning area. They indicate, also, that state and local governments can and intend to effect appropriate protective measures offsite in the event of a radiological emergency at Seabrook Station.

It is our understanding that modifications and improverrents may be made to these plans at any tim during this review process and we would reserve that right to effect such improvements as we believe necessary. In this instance, we would coordinate these changes with the reviewing agencies just as was l accompljshed during the recent informal technical review of the New Hamshire l Radiological Emergency Response Plans conducted by the Federal Emergency I Hanagement Agency and the Regional Assistance Comittee.

I look forward to receiving any suggestions you may have concerning the plans and anticipate that the review process will confirm the effectiveness of l Ncw Hampshire's Radiological Emergency Response Plan.
