Mr. John Hoyle of the Nuclear Regulatory Commission' your paper on stranded costs and taxation, which was(NRC) recently received forwarded to my office for review.
i The mission of the NRC is to ensure that civilian uses of nuclear materials in the United States are carried out with adequate protection for public health and safety, the environment, and national security. Although the NRC recognizes the significance of the restructuring and economic deregulation of the electric utility industry and tracks this major change with great interest, we do not have direct financial ratemaking authority.
The NRC recognizes the primary and direct role that State and Federal economic regulators have in establishing rates for funding for safe operation and decommissioning of nuclear power plants. _ Therefore, if you have not already done so, I recommend that you seek comments regarding your policy proposal on stranded costs and taxation from the Internal Revenue Service and the Federal Energy Regulatory Commission at the Federal level, and from the National Association of Regulatory Utility Commissioners representing State economic regulators.
