Dear Mr. Smith:

SUBJECT: COMBINED INSPECTION 50-277/94-010 AND 50-278/94-010

This letter transmits the findings of the resident safety inspection conducted by Messrs. W. L.

Schmidt, F. P. Bonnett, and R. K. Ierson, from June 5,1994, through July 16,1994, at the

Peach Bottom Atomic Power Station, Delta, Pennsylvania. The inspectors based these findings

on observations of activities, interviews, and document reviews, and discussed them with Mr.

G. Edwards of your staff.

The plant staff operated both units safely threnhout the period. Your operators performed

well during entry into the Unit 2 end of cycle wastdown operation and in response to alarm

conditions on both units. Two low safety significance events occurred due to a weakness in

self-checking indicating the need for continued management focus in this area.

Generally, your plant engineering staff provided good resolution of equipment operational

issues. However, the disposition of a non-conformance report involving the vibration of a

steam drain line on the Unit 3 high pressure coolant injection system failed to resolve the

problem and did not address fatigue failure concerns. Additionally, we opened an unresolved

item due to our concern regarding the number of safety-related solenoid valve failures.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and

its enclosures will be placed in the NRC Public Document Room.
