Dear Mr. Greenstein:

SUBJECT:

Inspection No. 99990001/94-011 On June 7,1994, Duncan White and Richard Barkley of this office conducted a closeout safety inspection at your facility in Clark, New Jersey of the remediation of cesium-137 (Cs-137) contamination from activities previously authorized by the above listed NRC license. Areas examined during the closcout inspection are described in the inspection report which is enclosed with this letter. Within these areas, the inspection consisted of observations by the inspectors, interviews with personnel, selective examination of representative records and independent measurements by the inspectors. The findings of the inspection were discussed with John Riley, Linda Floyd, Michelle Blazek and Richard Kumor of AT&T and James Hancock of US Ecology at the conclusion of the inspection. This also refers to a telephone conversation between John Riley and Richard Barkley of this office on June 22, 1994 detailing the results of NRC laboratory testing of soil and contamination wipe samples taken from the Clark facility.

As requested in our letter transmitting NRC Inspection Report No. 99990001/94-006, your staff subraitted additional information regarding the instrumentation and calibration procedures used to survey the contaminated drain lines at the Clark facility.

We concladed that the instrumentation and procedures described in your May 27,1994 letter have sufficient sensitivity to detect Cs-137 contamination on the walls of the drain line at levels below the NRC guidelines q

for unrestricted use.

Based on the results of this inspection, no violations of NRC requirements were identified.

However, it appears that one portion of the Phase I remediation effort at the Clark facility does not fully meet the NRC guidelines for release for unrestricted use. Specifically, the drain line from Room 1 to the north hallway trench contained contaminated material in excess of NRC guidelines for Cs-137 in soil of 15 picoeuries per gram. l 160 feet of trench located adjacent to these rooms meet the NRC guidelines for release for unrestricted use.

1 It is our understanding that AT&T will submit a closcout survey rcport of the Phase 1 remediation of the Clark facility in the near future. Your report should include your actions to remediate the contaminated drain pipe described in the enclosed inspection report and provide survey results to demonstrate that the drain line meets the NRC guidelines for release for unrestricted use.

During the inspection, your staff discussed their findings regarding the remaining 225 feet of j

contaminated drain line under the building as well as soil contamination found in a manhole located just outside the south wall of the building. Your staff indicated that AT&T plans to continue remediation work at the Clark facility and has designated future decommissioning activities as Phase II (covering the remediation of the manhole) and Phase III (covering the evaluation and/or remediation of the remaining section of Cs-137 contaminated drain line), it is also our understanding that you intend to submit to this office for review a revised decommissioning plan to address this additional remediation work.
