COMANCHE PEAK STEAM ELECTRIC STATION DOCKET 50-445 AND 50-446 FIRE DETECTION SYSTEM POWER SUPPLY SDAR:

CP-87-126 (FINAL REPORT)

Gentlemen:

On December 7,1987, we verbally notified your Mr. H. S. Phillias of a potential deficiency in the fire detection alarm circuitry in w1ich a loss of emergency power would disable the fire detection functional capability of annunciating in the main control room.

This condition was documented on Deficiency Report (DR) No. P87 0190.

After further evaluation we have determined that this issue is not reportable pursuant to 10CFR50.55(e).

DR-P87-0190 expresses concerns based on the scenario that if a loss of onsite and offsite power were to occur, and at the same time one of the isolation transformers (TXEC1/TXEC2) malfunctioned, thereby causing power f ailure to the main Fire Detection panel located within the control room, that,there would be no immediate alarm (audible and/or visual) notification to the control room operator.

We have determined that a fail-safe trouble contact, located in the Fire Detection Main Control Panel (FDMCP) (CPX-ECPRCV-06), supplies 'he control room annunciator panels, located in the control room area, which indicates to the control room personnel that a trouble condition exists at the FDMCP.

This contact would close and annuciate on a control room annunciator allowing fire watches to be established.

Therefore, we have concluded that no reportable deficiency exists.
