,o JAN 2 51983 MEMORANDUM TO FILE On January 12, 1988 a r.eeting was held at the NRC headquarters office with representatives of NUMARC.

The following personnel were in attendance:

Tipton Industry & Govt Relations, NUMARC B. Rasin Technical Issues, NUPARC The purpose of the meeting was to discuss the role and structure of NUMARC and to introduce key NUMARC staff members. NUPARC presented its purpose as one of providing a unified nuclear pcwer industry approach on generic nuclear regulatory and technical issues and interacting with the NRC, or other government agencies as appropriate, on those issues. NUMARC's principal objectives of enhancing the resolution of problems between the NRC and the industry and improving industry credibility were also discussed.

NUMARC briefly described the Issues Management Cemittee and the process by which the comittee identifies and prioritizes issues facing the industry. A prioritized list of current issues was presented.

NRC expressed a desire for additional infonr.ation on each issue, as identified by NUMARC, to facilitate NRC review and possible feedback on perceived differences in issues or priorities. NUMARC welcomed any such feedback.

Ir addition to the above, the following areas of concern were discussed:

NRC expressed concern over potential '.unflicts that may arise as a result of industry group dealings with the NRC, in accordance with pre-established agreements which are not channeled through NUMARC. NUMARC indicated that effective ecmunications between hUPARC and the industry

NRC emphasized the need for NUMARC to take an active role in developing and implementing research initiatives. This was stressed as being particularly important in light of present and anticipated NRC research budget reductions at a time of inportant research needs (e.g. TMI accident research). NUMARC indicated willingness to meet with the NRC Office of Nuclear Regulatory Research in the near future to discuss this issue, m e..
