NOTICE OF CONSIDERATIOh 0F ISSUA;CE OF AMENDMEh1 TO f.A.C),LJ,T,Y_0P,Ef ATJ,N,G,,L1,C,ENSE AND,,0,P,F0,R,T,Up),TY FOR PRIOR HEARING The U.S. Nuclear Regulatory Corrission (the Comission) is considering issuance of an ar+ndrent to Facility Operating License No. OPR-ff, issued to Duquesne Light Company, et al (the licensees), for operation of the Beaver Valley Fower Statien L' nit 1 located in Shippingpcrt, Peaver County, Pennsylvaria.

The proposed acendnent would revise the provisions in the Technical Specifications Section 4.2.1.4 relating to suneillance requirernent of the target flu > difference by interpolating to the design end-of-life value.

Frier to issuance of the proposed license amendrnent, the Comission will have rade findings required by the Atoric Energy Act of 1954, as amended (the Act) and the Comission's regulations.

As required by 10 CFF 2.714 a petition for leave te intervene shall set I
