CONFERENCE CALL WITH DOE REGARDING STAFF COPHENTS ON THE GREEN RIVER FINAL DESIGN

We conducted the subject conference call January 7, 1988 at 2:00pm (EST). The purpose was to alert DOE to NRC staff concerns resulting from our expedited review of the proposed final design for the Green River, Utah site and to answer questions of clarification that DOE had regarding those concerns. DOE and DOE contractors involved in the call were: R. Richey, DOE; R. Portillo, TAC; L. Coons TAC; W. Glover, TAC; R. Peel, JEG; L. Stepp, JEG; J. Williams, MKF; and M. Thompson, MKF.

In introduction, we indicated that our coments on the final design are based on the infomation provided to date and that we realized some of our concerns may be addressed in future documents such as the final Remedial Action Plan (RAP) or other supporting infomation not available at the time for this review. In addition, we committed to providing the written coments to DOE as soon as possible.

Following these statements J. Stamer discussed the staff's five basic concerns regarding the final design. These concerns are summarized as:

o Quality of rock to be used for riprap; o Influence the increased bedding thickness (proposed by DOE to minimize the impacts of freeze-thaw on the underlying radon barrier) may have on infiltration. Also discussed was the need to use good quality materials for the bedding.

o Potential for infiltration of water into the tailings due to piping .

of the disposal unit on ground water. We pointed out that DOE's sole reliance on redox conditions of the underlying Cedar Mountain formation for attenuation of leachate is one aspect of such analysis that is not adequately justified.

In conclusion, we indicated that adequate response to NRC staff comments on these concerns would not necessarily be sufficient to ensure NRC concurrence on the RAP. We pointed out that these were the staff's connents to date based on review of the design without benefit of reviewing the RAP concurrently. Other problems may be identified when we review of the final RAP and design package.

Only two questions were posed by DOE following our presentation. First, R.

Peel (JEG) asked NRC to suggest a mechanism other than redox that may be considered to attenuate leachate. J. Starmer briefly referenced several standard mechanisms and invited DOE to contact him for a more detailed discussion. Second, J. Williams asked whether MKF could also contact NRC directly with any further questions. S. Bilhorn and J. Stamer's phone numbers were offered for this purpose.

Pending Action: HRC Staff to provide written comments to DOE.
