NRC OVERSIGHT PANEL MEETING
SUMMARY
Dear Mr. Mueller:
4 1 On June 26,1997 NRC Region lit and Headquarters' staff met with you and others from l' Commonwealth Edison Company (Comed) to discuss the Zion Station performance improvement plans and status. A meeting attendance list is included as Enclosure 1 to ] this letter. The meeting was open to public observation. During the meeting, you and your staff presented the information contained in your-meeting handout (Enclosure 2) and provided clarification in response to NRC questions and comments. We indicated that the NRC review of the Zion Recovery Plan, transmitted on June 5,1997, was in progress and that we would inform you as soon as possible of any questions, additions or differences identified during that review. We communicated our 4 i intent for NRC inspectors to evaluate performance during some portions of the demonstration phase of the Zion Recovery Plan. Cur restart readiness review may also l include additional inspection efforts either near or af ter you have determined the plant is ready for restart. We also discussed your staff's recent efforts to compile a j comprehensive list of restart issues and encourr.ged you to communicate additional restart i issues to the NRC in a timely manner as they are identified. j During the discussion, you emphasized your intent to address some " chronic" performance i problems that, although not required to be resolved for Zion Station restart, must be resolved to prevent continued adverse " cyclic" performance. We recognized that your i efforts extended beyond those defined in the Zion Recovery Plan and that,in some areas, '{ performance deficiencies and actions to address those deficiencies may continue beyond 4 } startup.
