SUBJECT:
SAFETY EVALUATION FOR INTERIM RELIEF REQUEST 3 TO RIVER BEND STATION PUMP AND VALVE TWSERVICE TESTING PROGRAM (TAC NO. M89990)
By letters dated August 1, 1994, and August 2, 1994, you transmitted requests for interim relief from the requirements of the ASME Boiler and Pressure Vessel Code,Section XI, for the River Bend Station Pump and Valve Inservice Testing Program.
Specifically, y m requested approval of interim relief requests 2 (IRR-02) and 3 (IRR-03), u,3cerning drywell isolation check valves in equipment drain lines and the reactor equipment closed cooling water system, respectively.
The staff has completed its review of IRR-03. A copy of our related safety evaluation is enclosed.
The staff has determined that compliance with the specified requirements would result in a hardship or difficulty without a compensating increase in the level of quality and safety pursuant to 10 CFR 50.55a(a)(3)(ii), and that granting this relief is authorized by law, will not endanger life or property or the common defense and security, and is otherwise in the public interest.
In making this determination, the staff has given due consideration to the burden that could result if these requirements were imposed on your facility.
This letter grants the relief requested in IRR-03. Our evaluation of IRR-02 is continuing and will be forwarded to you upon completion.
