Geotechnical Review of Proposed Modifications to the Salt Lake City (Clive) Remedial Action Inspection Plan (JAIP),

dated December 22, 1987.

Weber of HRC; submitting revised RAIP for Salt Lake City UMTRAP The DOE has proposed revisions to sections 6.1.1, 6.1.2, and 6.1.3 of Testing and Inspection chapter of the RAIP for Salt Lake City (SLC) project (reference 6). These are new versions of revisions previously proposed by DOE, and NRC had comented on them (references 1,2,3,4, and 5). We have reviewed the latest version of the SLC RAIP (reference 6), and our coetrents are presented below.

Section 6.1.1 The proposed revision states that tne field density cf the contaminated material will be verified using a Troxler Nuclear. Densometer and sand cone tests to verify the Troxler instrument results will be perfonred when deemed necessary.

In response to NRC coments (reference 1), the phrase "when deemed necessary" was deleted in the version submitted on October 19, 1985 (reference 2), but it is back in the current version. This verification by sand cone tests is desirable irrespective of whether the soil has chemical constituen** which 8802110303 000122 PDR WASTE WM-41 PDR

JAN 2 2 Msg Myron Fliegel 2 would cause erroneous readings from the Troxler instrument, and should be performed in the field density verification program for the placement of contaminated material at the Clive site (SLC). The RAIP should provide guidance on the minimum frequency of sand cone tests to be performed to verify the results from a Troxler Nuclear Densometer during the placement of contaminated material.

The proposal to use only sand cone density tests to verify the field density of the radon barrier material is acceptable to the staff.

Section 6.1.3 A statement on the use of a one point proctor test which was in the previous version has been deleted. Between pages 2a and 3 ene sentence on laboratory compaction curves has also been deleted. These deletions, if inadvertent, should be included back in the RAIP; if not, justification for deleting these should be provided.

The following are minor editorial comments

  • Gradation Testing, Sec. tion 6.2.1, line 5 Add word "one" to indicate that one test will be taken for every 20,000 cyd.
