Dear David,

In response to the "Hazard Hitigation Plan" questionnaire I would like you to know that I appreciate your efforts in soliciting knowledge from local civil defense directors in order to prepare a workable plan. I 40 certainly agree that "Hitigation includes any action taken to permanently eliminate or reduce the long-term risk to life and property from natural and techno1c6i cal hazards. "

I am unable to adequately respond to your questionnaire at this timo. The Town of Kensington is under the time constraints of Judr;e Helen Hoyt of the Atomic Safety and Licensing Board of the U.S. fluelear Regulatory Commiacion. As you may know the Town of Kensington is an Intervenor in th,e Offsite Emergency Planning Issues for Seabrook fluelear Power Station.

As an Intervonor the Town must adhere to the rules and orders of the ASLB.

In Kensington participation as an Intervenor is the joint responsibility of the Civil Defense Director and the Board of Selectmen. Ihe workload is extremely hurdensome and the demands of the achedule nearly impossible to meet.

However, as the Civil Defense Director it is my duty and my privilege to be sure that the town is provided reasonable assurance that adequate protective measures can and will be taken in the event of a radiological emergency at the Seabrook lluclear Power Station. ,

I hope this gives you some insi6ht into the planning process in Knneington. I have eneleced a copy of the Hearing Schedule co that you may have a clear picture of the burden placed on the Town of Kensington.

I will be in touch with you in the future to discuss the possibility of Hazardouc Materials training for emergen::y response personnel in the Town.
