Dear Mr. Martin:
I have received your letter dated January 20, 1988 requesting that I provide certification that the plant has completed all prerequisites for heatup and reactor criticality. We are aggressively pursuing closure of the necessary documentation to support this request. When all the prerequisites have been met and I am satisfied that we are ready for the appropriate evolution (heatup and criticality), I will provide you with a letter of certification.
Each of. these letters will be delivered to you immediately upon being signed.
