Byron Station Units 1 and 2 Braidwood Station Units 1 and 2 Application for Amendment to Facility Operating Licenses NPF-37, 66, 72 and 75, Appendix A, Technical Specifications NRC Docket _Nos. 5d-4_S4/,455 and 50-456/457 Gentlemen:
Pursuant to 10 CFR 50.90, Commonwealth Edison is h?rO y applying for an amendment to Facility Operating Licenses NPF-37, NPP-66, l'PF-72 and NPF-75, Appendix A, Technical Specifications. The purpose of this ameniment is to remove two tables from the Byron and Braidwood Technical Specifications which list reactor trip system instrumentation response times and engineered safety features response times. These tables will be placed in Chapter 16 of tt'e Byron /Braidwood FSAR. The requirement to periodically measure there response times will remain in the Technical Specifications. Attachment A contains the proposed chang;s to Technical Specifications 3.3.1, 3.3.2 and associated bases. Attachment B contains the proposed revisions to Ci1 apter 16 of the Byron /Braidwood FSAR.
This amendment is consistent with the NRC's tecnnical specifications improvement policy. This amendment improves tne technical specifications because there will be less administrative information that could distract control room operators from focusing directly on plaat operations. These tables were deleted from the technical saecifications issued to the Seabrook, Shearon Harris, and Vogtle plants. Att rhment C cvntains further background information regarding the proposed technical specification changes.
The proposed technical specification changes hate been reviewed and approved by both on-site and off-site review in accordance with Commonwealth Edison Company procedures. We have reviewed this amendment in accordance with 10 CFR 50.92(c) and determined that no significant hazards consideratico exists. Our evaluation is documented in Attachment D.
