At the May 3,
1994 prehearing conference, the Licensing Board requested that parties to this proceeding exchange lists _of prospective witnesses on the issue of reporting of diesel generator reliability (Tr. 388). At this time, the Staff proposes to proffer a panel consisting of David B. Matthews, Pierce.H.
Skinner, s Darl S.
Hood, and Louis L.
Wheeler to sponsor the Staff's position upon this issue.
This proffer is subject to change in the' event that other persons are necessary in order' to. establish an adequate record.
