The U.S. Nuclear Regulatory Connission (the Comission) is considerir.g issuance of an amendment to Facility Operating License No. NPF-57 issued to l

Public Service Electric & Gas Company and Atlantic City Electric Compan.y (the licensees) for operation of the Hope Creek Generating Station, located in Salem County, New Jersey.

The proposed amendment would:

?

(1) Increase the Minimum Critical Power Ratio (MCPR) safety limit in Technical Specifications (TS) 2.1.2 and 3/4.4.1 and in the Bases sections related to these TSs.

(2) Replace the curves in Figures 3.2.1-1 and 3.2.1-2 to provide Maximum i

Average Planar Heat Generation limit curves for two new fuel types that will replace two existing fuel types during the next oparating cycle (C.Yele 2).

(3) Change TS 3/4.2.3 to provide new MCPR limits for Cycle 2 operation providing limits for two exposure ;'anges rather than a single exposure range as in the existing TS. The two ranges are a) from Beginning-of-Cycle (BOC) to End-of-Cycle (EOC) minus 7000 MWD /ST and b) from E0C minus 2000 MWD /ST to EOC.

The ACTION and SURVEILLANCE REQUI8tEMENTS for TS 3/4.2.3 would also be revised to i

~2-reflect this new option of using either of the two new exposure ranges and to delete the existino optinn of operating at 400*F or less.

(4) Revise existing Figure 3.2.3-1, MCPR vs Tau, by providing the MCPR vs Tau curves for the first exposure range discussed above and revise existing Figure 3.2.3-2, K Factor by deleting the K Factor curve and replacino it f

g with the MCPR vs Tau curves for the second exposure range discussed above.

(5) Add a new Figt;re 3.2.3-3 with a new K Factor curve for Cvele 2 f

operation.

(6) Delete Table 3.2.3-1 which currently provides MCPR Feedwater Heating Capacity Adjustments for operation bMow 400*F.

(7) Revise the TSs to allow operation above the 100% Load Line and uo to 105% Rated Core Flow by:

a)

Extending the K Factor curve up to 110% of Rated Core Flow f

(insteadofthecurrent100%).

b)

Clamping the Upscale Setpoints for the Rod Block Monitor in TS Table 3.3.6-2 at the 100% recirculation flow value.

c)

Increasing the Motor Generator Set mechanical end electrical stoos in TS 4.4.1.1.3 to physically allov for increased core flow.

Prior to issuance of the proposed license amendment, the Comission will have made findings required by the Atomic Energy Act of 1954, as amended (the Act), and the Comission's regulations.

Requests for a hearirg and petitions for leave tn interveno shall be filed in accordance with the Comission's "Pules of Practice for Domestic Licensing Proceedings" in 10 CFR Part 2.

If a request for a hearino or petition fnr leave to intervene is filed by the above t

date, the Comission or an Atomic Safetv and Licensing Board, designated by i

the Comission or by the Chairman of the Atomic Safety and Licensing Board l

i Panel, will rule on the request and/or petition and the Secretary or the designated Atomic Safety and Licensing Board will issue a notice of hearing or, an appropriate order.

As required by 10 CFR l?.714, a petition for leave to intervene shall set forth with particularity the interest of the petitioner in the proceeding, and I

how that interest may be affected by the results of the proceeding. The petition should specifically expiain the reascns why intervention should be permitted with particulaf reference to the following factors:

(1) the nature i

of the petitioner's right under the Act to be made a party to the proceeding:

(2) the nature and extent of the petitioner's property, financial, or other interest in the proceeding; and (3) the possible effect of any order which raay be entered in the proceeding on the petitioner's interest. The petition should also identify the specific aspect (s) of the su) ject matter of the proceeding as to which petiticner wishes to intervene. Any person w5c has i

filed a petition for leave to interver,e or who has been admitted as a party may amend the petition without requesting leave of the Board up to fifteer.
