i Ms. Hunt will testify regarding safeguards issues as they pertain to Contentions L and M, and will play a role in developing the testimony on Contention Q.

'I Ms. Hunt has a B. A. in mathematics from Cornell University, an M.A.

in mathematics from Princeton University, and has completed several graduate courses at Princeton University pertaining to security and environmental issues.

Ms.

Hunt has made numerous presentations and published materials pertaining to nuclear safeguards issues.

Mr. Clifford J.

Earl, President Resource Management Systems, Inc.

Mr. Earl has been a visiting lecturer at New York University, and an adjunct lecturer at John Jay College, CUNY, and Hofstra University.

Mr. Earl has completed graduate studies at New York University with a dual specialization in technology policy and interactive telecommunications technology, he has a B.B.A.

in Management from Morehead State University, and A.A.S.

in Forestry from Paul Smith College.

Mr.

Earl is a management, operations, and business re-engineering consultant with over 20 years of professional-experience in the field.

During the last four years he has completed several major management and operations performance P

assessments pertaining to matters pending before the U.S. Nuclear 4

Regulatory Commission, including: Public Service of New Hampshire; emergency response workforce planning and management for Seabrook Stations 1 and 2; and assessment of management and operations performance of Sequoyah Fuels Corporation.

Mr. Osterberg is currently a State Representative from the 50th House District in Iowa.

He is former Chairman of Iowa's House Energy and Environmental Protection Committee.

in agricultural economics from the University of Wisconsin at Madison, an M. S.

in water resources management from the University of Wisconsin at Madison, an M.A. in economics from the University of Wisconsin at Madison, and a B.A.

in economics from Washington State University.

Mr. Laitner has an M.A.

in resource economics from Antioch University.

Mr. Laitner has extensive experience as an expert witness in more than 40 proceedings before courts and regulatory bodies.

His testimony has -involved various aspects of utility ratemaking including rate base treatment and cost of capital.

He has also been involved in numerous proceedings reviewing utility demand-side management programs.
