Associate Director for Projects Phillips Building 7920 Norfolk Avenue Bethesda, MD 20014 Docket No. 50-312 Rancho Seco Nuclear Generating Station License No. DPR-54 UPDATED INSERVICE TESTING (IST) PROGRAM - REVISION 4

Dear Mr. Miragita:

The District submitted on June 25, 1997, the updated Inservice Testing (IST)

Program Plan for the next 10 year IST interval for the Rancho Seco Nuclear Generating Station. By letter dated December 4,1987, your staff requested additional infomation and proposed a working meeting as means to expeditiously resolve the issues.

On January 6 and 7,1988, a working meeting was held at Rancho Seco. Attached is a revision (Revision 4) to the Inservice Testing Program Plan for Rancho Seco Nuclear Generating Station which incorporates the discussion from the working meeting. The changes are identified by revision arrows in the left-hand margins. These changes are discussed in Appendix 0 to the Program Plan.

As stated in the District's November 2,1987 letter, the District reiterates the need for interim approval of the updated IST Program in support of plant restart. I appreciate the attention you have given to the expeditious review of the updated IST Program.

Please contact me if you have any questions. Members of your staff with questions requiring additional information or clarification may contact Herb Heckert at (209) 333-2935 extension 4848 or Masa Nakao at extensfor 4916 1 l Sincerely,
