Yankee Nuclear Power Station Organizational Changes (Supplement I to Proposed Ghenge 203)

Dear Sir:

Pursusnt i.o Section 50.59 of the Commission's Rules and Regulations, thc Yankee Atomic Electric Company'hereby proposes the following modifications to Appendix A of the operating license.

Proposed Change Reference is made to the Technical Specifications of License No. DPR-3 of the Yankee Nuclear Power Station and to a proposed change submitted earlier l this year, Reference (b). We propose to further modify the Administrative l Controls Section of the license. I Description of Changes As described in Attachment A. )

United States Nuclear Regulatory Commission January 5, 1988 Attention: Office of Nuclear Reactor Regulations page 2 FYR 87-119 Safety Evaluation This proposed change is administrative in nature. It has been evaluated and determined to involve no significant hazards consideration. As such, this proposed change would not:

1. Involve a significant increase in the probability or consequances of an accident previously evaluated.
2. Create the possibility of a new or different kind of accident from any previously analyzed.
3. Involve a significant reduction in a margin of safety.

Based on the considerations contained herein, it is concluded that there is reasonable assurance that operation of the Yankee plant, consistent with the proposed Technical Specifications, will not endanger the health and safety _

of the public. This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee. .

Fee An application fee of $150.00 is enclosed in accordance with 10CFR170.21.

Schedule of Change These changes to the Yankee Technical Specifications will be implemented upon Commission approval.

ATTACHMENT A

1. Description of Change From the Facility Organization chart, Figure 6.2.2, Page 6-4, remove the acronym "(SRO)" following the title of Plant Operationc Manager.

Reason for Change The duties and responsibilities of the Plant Operations Manager at Yankee Nuclear Power Station (YNPS) require a full range of operational and management skills. The importance of the management role in Operations has become ever more apparent with the pursuit of improved plant performance. Unfortunately, at the same time, the time required to maintain a Senior Reactor Operator's (SRO) license has increased to the point of actually detracting from sound management of the Operations Department.

This change recognizes a shift in expectations for the Plant Operations Manager away from that of a detailed technical expert and toward that of the professional manager. This change will enhance station management by allowing the Plant Operations Manager to be relieved of his SRO License.

Basis for Change Technical Specification 6.3.1 commits YNPS to ANSI 18.1-1971 for Facility Staff Qualifications. This standard provides selection criteria for filling plant positions. ANSI 18.1-1971 requires that "at the time of appointment to the active position, the Operations Manager shall hold a Senior Reactor Operator's (SRO) license." It does not require the Operations Manager to maintain his SRO license indefinitely. Therefore, there is no conflict in removing the requirement from the Technical Specifications, l

Manager hold an SR0 license at the time of his appointment. Note also  !

that the Shif t Supervisors and the operating shif ts continue to report to i the position of Plant Operations Assistant Manager who does hold an SRO license.

This change.in the Facility Organization reflects the improved Security Organization adopted at YNPS. It reflects a generally elevated concern for security by plant management.

3. Description of Change In the Facility Organization chart, Figure 6.2.2, Page 6-4, restructure the reporting chain for the Reactor Engineering Manager so that he reports to the Assistant Technical Director.

Reason and Basis for Change Reference (b), Items 1(a) and 1(d), reflected the new position of Assistant Technical Director and the associated reporting lines. Since then, the Reactor Engineering Manager has been added to the areas of responsibility for the Assistant Technical Director. ,
