Gentlemen:

This refers to the inspection conducted by Mr. J. A. F. Kelly of this office

during the period September 21-25 and October 5-9, 1987, of activities

authorized by NRC Operating License NPF-71 and Construction Permit CPPR-129 for

the South Texas Project, Units 1 and 2, and to the discussion of our findings

with Mr. Vaughn and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection included. security program audit, records

and reports, access control

personnel, physical barriers - vital area, alarm

stations, and training and qualifications.

Within these areas, the inspection

consisted of selective examination of procedures and representative records,

interviews with personnel, and observations by the NRC inspector.

The

inspection findings are documented in the enclosed inspection report.

During this inspection it was found that certain of your activities appeared to

be in violation of NRC requirements.

As discussed in our telephone conversation

on January 6, 1988, with your staff, we have scheduled an enforcement conference

in our office at 9:30 a.m. on January 19, 1988, to discuss your understanding

of these apparent violations, the reasons for occurrence, and your corrective

actions. We will also discuss the enforcement policy with you at that

conference.

One unresolved item is identified in paragraph 4 of the enclosed inspection

report.

10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited

by Section 147 of the Atomic Energy Act of 1954, as amended.

Therefore, the
