RESPONSE TO DEFICIENCIES i
t 267/8730-01: "The NRC inspector determined that persons having problems with a tone alert radio were to report the problem to one of the numbers listed on the tone alert i'
radio. The listed numbers did not indicate that the telephone numbers were valid only during regular office i
hours.
Further, one of the numbers had been i
discontinued.
Interviewed personnel were not aware i
that the number had been discontinued."
P PSC Response: The existing stickers being used on the tone alert j
radios do indicate two telephone numbers to call to report radio problems. One of the numbers was in fact i
discontinued when Fort St. Vrain chaiged its telephone system in late 1986.
PSC is in the t rocess of ordering new stickers indicating a minimus of two working telephone numbers and applicable hears to report radio i
problems.
PSC is also in the planning stage of conducting another door-to-door public relations campaign within the Emergency Planning Zone in March and April of 1988. The new stickers will be delivered or mailed during this campaign.

how many people would be available to participate in responding to public irquiries."
PSC Response: PSC and State of Colorado, Division of Disaster Emergency Services (D0 DES) personnel met with Colorado Department of Health (CDH) personnel on December 14, 1987 to discuss the current arrangements for emergency rumor control /public inquiry.
The following is a summary of that meeting, indicating the existing rumor control /public inquiry process:
Currently, CDH staffs and operates the rumor
)
control /public inquiry for Fort St. Vraia emergencies.
The telephone number currently in the public information brochures connects the caller with the central switchboard operator at CDH.
Following notification of an emergency, the CDH on-duty "Emergency Coordinator" will request various CDH personnel to respond to the CDH main office building to be assigned to various functions.
Personnel will be assigned to specific phone locations, based upon their expertise and knowledge in different areas, such as; food ingestion inquiries, radiation control, livestock inquiries, etc.
The central switchboard operator will be given a listing of the applicable rumor control expertise areas and telephone extensions.
The CDH telephone system presently can handle twenty-three incoming calls at any one instance through the main switchboard.
The CDH Emergency Coordinator will staff the number of phones he/she deems necessary based upon the event.
CDH is presently undergoing some internal i
reorganization. This may have resulted in the NRC inspector speaking with CDH personnel who were not cognizant of the exact system capabilities.
CCH is also lacking internal training procedures to keep their personnel up to date on emergency response actions.
l PSC indicated their concerns in these areas to both the 000ES and CDH representatives at the December 14 meeting. CDH agreed to update their emergency plan and provide appropriate training in the near future.
P-88005 January 8, 1988 Based upon the thorough understanding of the rumor control /public inquiry system established by CCH, PSC considers this deficiency closed. However, PSC is also in the planning stage with 00 DES and COH to develop a back-up/ support rumor control center staffed by PSC employees at one of the PSC facilities. This addition to the current set up would be for further improvement and reliability.
