COMANCHE PEAK STEAM ELECTRIC STATION DOCKET N05, 50-445 AND 50 446 "SHUG TIGHT" TORQUING 0F STRUCTURAL BOLTS SDAR: CP-87-61 (FINAL PEPORT)
Gentlemen:
On January 5,1988, we notified you by our letter logged TXX-88015, of a deficiency involving "snug tight" torquing of structural bolts which we determined to be reportable under the provisions of 10CFR50.55(e).
This report is submitted to provide the schedule for completion of our corrective
- actions, in our report TXX-88015 we noted the following corrective actions:
Specification 2323-SS-16B has been revised to eliminate the requirements for jam nuts and to require high strength bolts to be torqued to a specified pretension unless otherwise specified on the design documents.
Field Verification Method (FVM) CPE-5WEC-FVM-EE/ME/IC/CS-086 has been issued to control the validation of existing installations. Connections for which the torque cannot be verified will be documented and
]
dispositioned using NCRs.
j The Unit I completion schedule for the field validation of this issue will be commensurate with the schedule for the Post Construction Hardware Validation Program (PCHVP). All Unit 2 corrective actions will be completed prior to Unit 2 fuel loading.
Very truly yours, 8802100104 880204 W. G. Counsil Nt
