Dear Dr. Shankman:
The attached QA Program Corrective Action implementation Plan (the Plan), Rev (0), is related to Confirmatory Action Letter No. 97-7-006, dated June 24,1997. The Plan specifies corrective actions (CA) in
- response to exit meeting observations discussed after NRC inspection of SPEC's QA Program, NRC Certificate of Compliance No. 0102. The inspection was held on June 16-19,1997, which focused on testing activities; and on July 9-10,1997, which focused on fabrication related activities. SPEC conducted an internal audit on July 7, 1997. The internal audit voluntarily exceeds the actions specified in the CAL.
We note with pride that the NRC inspection, SPEC's internal audit, and the packaging retesting project last month, all confirmed that there are absolutely no concerns regarding the quality or safety of SPEC packages.
The significant margin of safety in the design of all SPEC packages is evidenced by the successful history of rigorous hypothetical accident condition test prfomiance, including substandard SPEC C-1 and 2-T test specimens that were intentionally built by omitting 50% of each weld. All packages have passed multiple 30' free drop tests to evaluate cumulative damage. In addition, each package has an exemplary transport performance record. The SPEC-150 has never been involved in a transport incident that has resulted in a

radiation hazard condition. The C-1 has been used for transportation approximately 50,000 times over 22 vears without a single incident. Approximately 1200 SPEC 2-T packages have been used for transportation approximately 250,000 times. On only one occasion it was involved in an accident in which the package failed, but the packaging had not been prepared for transport as a Type B(U) package and the accident greatly exceeded the hypothetical accident criteria. There have been approximately six known transport incidents in which the 2-T has been struck by motor vehicles or burned in vehicle fires without an increase in radiation level or a hazard condition of any sort resulting.
A preliminary QA system corrective action plan was presented to Messrs. Tom Matula and Bill ' Ward on the morning of July 10,1997, which was relayed to your office, and the same proposal was formally reiterated at the exit meeting. Mr. Matula indicated that the NRC was willing to consider SPEC's proposal. The Plan describes the corrective actions needed to address the findings and observations from the NRC inspection and i
SPEC's midit. In particular, Phase 1 of the Plan, QA Procedure No. 97-01, describes the corrective actions proposed to be completed prior to resumption of fabrication and distribution of new packages.

U Dr. Susan Shankman July 14,1997 We believe that the Plan is fully responsive to all concerns indicated by the NRC. It provides a reliable means to assure the continued quality of packages fabricated today and the improved effectiveness of the QA System in the future. We have no hint of any other actions the NRC expects or needs from us before the suspension can be lifted. If there are any additional actions required we request that the NRC inform us as quickly as possible. If possible, we request immediate lifting of the suspension pending confirmation of completion of the corrective actions described in Phase I of the Plan.
We greatly appreciate your quick resumption of the NRC inspection and also the efforts of John Jankovich, Tom Matula and Ilill Ward in considering this somewhat unique and very cooperative corrective action plan approach to address the NRC's concerns about our QA program, and our concern to resume business as quickly as possible.
