Operating License No. DPR-73 Docket No. 50-320 Corrective Action Regarding Improperly Solidified Liners Attached for your information are two (2) letters regarding the corrective actions proposed to ensure proper solidification of radioactive waste. GPU Nuclear letter dated December 24, 1987, delineates the corrective actions which will prevent a reoccurence of the problems experienced with Liner L443649-2. The South Carolina Department of Health and Environnental Control letter of January 5,1988, documents their acceptance of GPU Nuclear's corrective actions. This matter was discussed at the Exit Interview for TMI-2 Inspection 88-01.

TMI-2 Notification letter dated 11/04/87, Radioactive Waste Shipment No. 10-87-168.
-e Dear Mr. Shealy.
Since our last correspondence with your department, we have continued to meet with our waste processing contractor. Chem-Nuclear Systems. Inc. to address the solidification issues identified with shipment No. 10-87-168.
We have also continued to moniter the progress of liner L443649-2 currently being stored at the Barnwell site. At the present time, we understand that this liner has hardened sufficiently so as to permit burial in the near future. This has given us the assurance that effective actions, as necessary, can be applied to the (4) liners currently being stored on-site at TMI.
As required by the above notification, this letter is being submitted to delineate corrective measures to be taken by GPU Nuclear Corp. We feel these planned corrective measurec will prevent any reoccurrence of the problems associated with the subject shipment. The corrective actions for the remaining (4) liners will be as follows:

All liners will be removed from storage and sounded to determine their current condition.

Following sounding, liners which appear to be solidified will have holes drilled through the liner sidewall to visually view the matrix and verify solidification.
Upon verification of solidification, these holes will be plugged and the liner prepared for shipment.
If, after drilling, any liners show evidence of ammonia off-gassing or unsolidified material, the liner will be allowed to vent in accordance with the following step.

Any liner which shows evidence of not being solidified, either after sounding nr after drilling, will be allowed to vent for a period of 8-10 weeks.
This time period is based on the findings with liner L443649-2 at the Barnwell site.
Following venting, these liners will undergo visual verification in accordance with
- t Step 2 above.
We feel that the corrective measures outlined above will provide the necessary assurances that these (4) liners are in compliance with the applicable burial site criteria when they are received at the Barnwell site.
In addition corrective measures are being implemented for future waste solidification.
The most significant of these is the utilization of liners equipped with inspection plugs to allow for the physical verification of the final product. Additionally, we will ensure that personnel involved in solidification at TMI-2 are cognizant of the potential for the generation of ammonia during solidification. These personnel will be instructed to notify the appropriate management at THI if ammonia is detected.
Upon detection of ammonia, the liner will be left unsealed for a sufficient period of time to allow the cement to fully cure.
