Generating Station Affecting the Physical Security Plan Gentlemen:
This letter provides information in accordance with 10 CFR 50.54 (p) (2) concerning four changes at Wolf Creek Generating Station (WCGS) affecting the Phyoical Security Plan. These changes incorporate (1) elimination of the Director Site Support position; (2) installation of a building in the Sally-Port search area; (3) an enhancement to telephone commur.ications in CAS anc S h 'i; and (4) & change to the RWST roof hatch.
These changes do not decrease ti - effectiveness of the Physical Security Plan.
The Attachment provides a description of the changes and a justification.
The changes described in the Attachment will be incorporated into the WCGS Physical Security Plan at the next revision.

Physical Security Plan:
1-2; 1-3; 1-4; 1-6; 13-2.
Reason for Change:
The Wolf Creek Nuclear Operating Corporation management organization has been restructured.
The position of Director Site Support has been eliminated.
The Superintendent Security now reports directly to the Chief Operating Officer.
Justification:
This change is administrative in nature and does not reduce the effectiveness of the Physical Security Plan.
The Superintendent Security will report directly to the Chief Operating Officer, thus ensuring that management support of the security organization is effectively maintained.
Change 2 Pages Affected:
Physical Security Plan: Figure 3.1-1; 3.1-2; 3.1-3; 3.1-6; 4.4-1.
Reason for Change:
A 10' X 10' (nominal) building has been placed in the Sally-Port vehicle search area South of Gate G-1.
The building is used to provide comfort and shelter for the Vehicle Search Officer.
The installation of a permanent structure replaces a skid-mounted temporary building.
j Justification:
This change is an administrative change to Security Plan figure drawings to accurately reflect structures in and around the protected area.
The addition of the building does not adversely impact the vehicle access control process, area lighting or closed circuit television.

Reason for Change:
The telephone communications systems at Wolf Creek Generating Station (WCGS) have been upgraded to utilize a fiber-optic system.
The microwave system has been removed.
The system dispatcher is now located in Topeka, Kansas.
In addition, the name of the local telephone service provider has changed. The revised text will read:
" Normal telephone service to Wolf Creek is provided by a local telephone service provider.
Additional telephone communications capability is provided by a
proprietary fiber-optics system.
Both systems have redundant paths to increase reliability of service.
This service consists of a minimum of two direct lines, dedicated to Security, that cannot be disrupted at the switchboard.
One of the lines is an unlisted number.
All telephone communications devices will remain operable from independent power sources."

CHANGES AFFECTING THE SECURITY PLAN Justification:
Telephone communications capability has been enhanced by installation of a new fiber-optics network.
The new fiber-optics network provides increased reliability and redundancy for both voice and data transmission.
The name change of the telephone service provider and location of the system dispatcher is administrative in nature and does not affect the off-site communications capability, j

Access to the Refueling Water Storage Tank (RWST) 3 valve house is controlled.
A roof hatch was previously locked and alarmed, requiring frequent test and inspections.
This roof hatch has ' been welded closed.
The lock has been removed and the alarm will no longer be monitored.
This change was implemented to alleviate safety concerns with access to the roof hatch for testing and inspections.
The hatch will be added to the passive barrier checklist and inspected at least once per quarter in accordance with our testing procedure.
Justification:
The Refueling Water Storage Tank roof hatch has been welded closed, therefore it is no longer an active portal.
Consistent with other passive barriers at
- WCGS, locks and alarms are no longer required.
Compensatory measures will be implemented should the 4
need arise to remove the welds to facilitate opening of the hatch.
