Gentlemen:
1 By letter dated August 8,1996, PECO Energy Company submitted Technical Specifications (TS)
Change Request No.96-094, in accordance with 10 CFR 50.90, requesting an amendment to the TS (Appendix A) of Operating License Nos. NPF-39 and NPF-85 for Limerick Generating Station (LGS), Units 1 and 2, respectively. This proposed TS change involves proposed changes to TS Sections 3/4.3.1, " Reactor Protection System Instrumentation," 3/4.3.2, " Isolation Actuation Instrumentation," 3/4.3.3, " Emergency Core Cooling System Actuation Instrumentation," and the associated TS Bases Sections 3/4.3.1 and 3/4.3.2 to eliminate selected response time testing requirements. The proposed TS chances are supported by analyses performed by the Boiling Water Reactor Owners' Group (BWROG) and documented in NEDO-32291, " System Analyses for the Elimination of Selected Response Time Testing Requirements," dated January 1994.

Subsequently, during a January 9,1997, telephone conversation between representatives of the NRC and PECO Energy, the NRC requested that adoltional information be provided in order f ar the NRC to continue its review of TS Change Request No. 96-09-0 Specifically, the NRC identified four (4) issues that pertained to aspects of the plant instrumentation associated with this proposed TS change.
Accordingly, the attachment and exhibits to this letter provide the requested information. Each of the four (4) issues are identified in the attachment followed by our response to each identified issue. The exhibits contain the requested information regarding the specific plant

instrumentation affected by this proposed TS change. This information is being submitted under affirmation, arvi the associated affidavit is enclosed.

Attachment Page 1 of 2 By letter dated August 8,1996, PECO Energy Company submitted Technical Specifications (TS) Change Request No. 96-09-0, in accordance with 10 CFR 50.90, requesting an amendment to the TS (Appendix A) of Operating License Nos. Issue 1 Provide a list showing wNnh instruments co respond to which manufacturers. Also, identify any associated Rosemount instrumentation that may be affected.
Resoonsg The exhibits (i.e., Exhibits 1 and 2) to this letter provide the requested information. The component identification, component type, manufacturer, model, and safety function are provided for each specific instrument affected by this proposed TS change.
Issue 2 On page 5 of 13 of the referenced letter (i.e., August 8,1996 letter), the "Affected Equipment
- and the
" Safety Function" for item 3 both state " Reactor Water Level Low - Level 1, 2." is this correct for the
' Safety Function," or does it need to be clarified?
Response
The description provided in our August 8,1996, letter for the " Safety Function
- and "Affected Equipment" is correct and accurate. A specific list of affected equipment for item 3 is provided in the paragraph discussing this specific section. Therefore, we do not believe that it is necessary to provide additional clarlfication concerning the affected equipment description since it is discussed in the text of the paragraph.
Issue 3 Items 9,10, and 11 on pages 7 and 8 cf the referenced letter (i.e., August 8,1996) Involve " Delta-Flow" and " Delta-Pressure," yet the referenced NEDO document uses the terminology "High" rather than " Delta" when referring to flow and pressure. An equivalency statement is necessary.
Resoonse We do mt believe that it is necessary to provide a specific equivalency statement regarding Delta-Flow for the Reactor Water Cleanup (RWCU) and Delta-Pressure for the High Pressure Coolant injection (HPCl) system and Reactor Core isolation Cooling (RCIC) system. It is strictly semantics on how the LGS Technical Specifications (TS) are written versus those at other plants. With respect to the RWCU system, LGS measures the difference between inlet and outlet flows to determine high flow. LGS measures change in pressure through flow orifices for the HPCI and RCIC systems to determine high flow. Therefore, under these specific circumstances we consider the description for " Delta" and "High" to be equivalent.
