Gentlemen:
The subject Inspection Report identified one violation of Environmental Technical Specification 2.4.2.3.a.
Our response to this infraction is provided below.
1.
Corrective steps which have been or will be taken and results achieved:
A.
The Procedure used for making reactor building purges has been corrected to eliminate an error in the portion of the Procedure that details instructions for hand _ calculating values.
All manual calculations detailed in the Procedure have been carefully reviewed.
We are confident that all calculations are now correct.

Radioactive Relesse Calculations are generally performed on a computer by Radiochemistry personnel.
A Procedure has'been prepared giving instructions for accessing and using the computer software that makes all calculations and interrogations necessary for reactor building purges.
This Procedure should enable people other than Radio-chemistry personnel (who were all absent when this incident occurred) to complete all calculations and interrogations with the aid of the computer.
This will decrease the probability of error in completing long, complex hand calculations.
2.
Corrective steps which will be taken to avoid further violations:
A.
Health Physics technicians will prepare procedures and techniques for independently evaluating air samples.- Air sample counting and evaluation tasks are usually performed by Radiochemistry personnel.
B. -A Procedure is being prepared that will instruct Health Physics technicians how to access data files stored in the Radiochemistry computer and complete all calculations necessary to perform a reactor building purge.
3.
Date when full compliance will be achieved:
Items 1.A & 1.B above have been. completed.
Items 2.A & 2.B will be completed by December 25, 1978.
