SUBJECT: SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)
REPORT 50-445/97-99;50-446/97-99
Dear Mr. Terry:
The U. S. Nuclear Regulatory Commission (NRC) has completed the Systematic
Assessment of Licensee Performance (SALP) for the Comanche Peak Steam Electric
Station. The facility was assessed for the period of November 25,1995, through
June 7,1997. The results of the assessment are documented in the enclosed SALP
report. A public meeting to discuss this report with you and your staff has been scheduled
at the Comanche Peak Personnel Processing Center on July 30,1997, at 9 a.m. (CDT).
During this meeting you are encouraged and expected to candidly comment on this report.
Although this meeting is a forum between Texas Utilities and the NRC, it will be open to
observation by members of the public and other interested parties.
Plant performance was assessed in four functional areas: Plant Operations, Maintenance,
Engineering, and Plant Support. Performance in the areas of Plant Operations,
Maintenance, and Plant Support continued to reflect superior safety performance and were
rated Category 1. The assessment in these functional areas indicated that your staff was
effective in addressing the challenges discussed in the previous SALP report.
Performance in the Engineering area improved and was rated Category 1. This rating was

assigned based in large measure on the level of performance attained during the last
6 months of the assessment period, including a strong trend in improving plant material
condition and eliminating plant reliability challenges. We encourage your continued
management attention to the trends developed during this SALP period to ensure sustained
superior performance in this area.
Safety assessment and quality verification activities continued to be a strength at
Comanche Peak. Of particular note were your self-assessments and postactivity critiques,

which were viewed as contributing positively to the superior safety performanco at the
site.
The SALP scores indicate overall superior safety performance at the Comanche Peak Steam

Electric Station. As a result of your superior level of safety performance, your next SALP
j
period will be 24 months. This is conditional upon continued superior performance. In

addition, your f acility will receive an appropriate level of reduced NRC inspection that is

reflective of your performance. It should be realized that inspection hours may already
have been reduced in areas that received a Category 1 rating in earlier SALP cycles.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Title 10, Code of
Federal Regulations, a copy of this letter and the SALP report will be placed in the NRC's
Public Document Room.
