Special Inquiry Group RE:
Questions Submitted By Cengressman t'dyli Attached is a paper setting forth the evidence avail-able :: the Special Inquiry Group relevant to the two cets of questions posed to you by Congressman Udall in let crs dated January 21 and February 4, 1980.
The purpose of this memcrandum is to set in perspec*.ive the attached paper and the portions of our Reper dealing with the same subject.
Although the Commission did not specifically direct us to determine whether Met Ed officials willfally withheld
- information from the NRC, our contract included a directive to examine the " assessment and dissemination of informatien."
Because we regarded the, issue of intentional concealment to l
be an important one, and because Congressman Udall expressed an interest at an early date in having the question addressed, we considered it to be within the scope of our investigation.
During the course of our investigatica, we read pub-lished comments by NRC Commissioners that this was an out-standing issue relevant to the agency's TMI enforcement responsibility upon which it was expected that the Special Inquiry Group's work would shed further light.
At about the came time, we develcped some new evidence in this area cur-selves.
As a result, we agraed with IE officials that the Special Inquiry Group wculd take lead responsibility to in-vestigate whether three specific items of informat on were e
