TWO-HUNDRED-7WENrY-SECOND MEETING OF THE ADVISORY COMMITTEE CN PEACIOR SAFEGUARDS, OCTOBER 5-7, 1978, IN WASHItCION, DC

Dear Dr. Hendrie:

The Advisory Committee on Reactor Safeguards held its 222nd meeting in Washington, DC, on October 5-7, 1978. Itercs considered at this meet-ing are summarized below.

Miscellaneous The Committee met with members of the NRC Staff, nuclear reactor ven-dors, and utilities to discuss proposed resolution of the generic item, Anticipated Transicnts Without Scram. The Committee will consider this matter further after the NRC Staff reports on its evaluation of industry comments and proposals presented during this meeting.

l The Committee met with rembers of the NRC Staff to develop information relating to the NRC safety research programs in the areas of advanced reactors and waste management. This information will be used in the preparation of the Committee's annual report to Congress on the NRC's safety research programs.

The Comittee met with the Director of the Office of Nuclear Reactor Regulation to discuss the priorities for the resolution of generic safety items.

The Committee concurred in the regulatory positions of the following Regulatory Guides and in the following Amendm nts to the Code of Federal Regulations:

1. Regulatory Guide 1.133 (Rev.1), loose Part Detection Program for the Primary System of Light-Water-Cooled Reactors, 37/tzc563%

2. Regulatory Guide 1.134 (Rev. 1), Medical Evaluation of Personnel Requiring Operator Licenses,
3. Regulatory Guide 1.28, (Rev. 2), Quality Assurance Program Requirenents (Design and Construction), and
4. Amendments to Appendices to 10 CFR Part 50, Licensing of Production and Utilization Facilities:

(a) Appendix G, " Fracture Toughness Requirements", and (b) Appendix H, " Reactor Vessel Material Surveillance Program requirements".
